Preheat the oven to 400 F and grease a 2-quart baking dish.

Toss cauliflower with olive oil, salt, and pepper, then roast on a baking sheet for 10 minutes until crisp-tender. Reduce oven temperature to 375 F.

Heat milk, cream cheese, mustard, turmeric, and garlic powder in a saucepan over medium-low heat; season with salt and pepper. Whisk until creamy, then remove from heat and stir in cheddar cheese.

Combine the roasted cauliflower with the cheese sauce in a large bowl, mix well, and adjust seasoning.
