Preheat the oven to 350 F.

Line two large baking trays with parchment paper and spray with cooking spray.

In a large bowl, combine brownie mix, eggs, vegetable oil, baking powder, flour, and water; mix until well combined, then fold in chocolate.

Cover the dough and refrigerate for 60 minutes.

Position oven racks in the upper and lower third. Scoop 1 1/2-inch cookies onto the prepared sheets, spacing them 1 1/2 inches apart, and sprinkle with raw sugar.

Freeze the scooped cookies for 10 to 15 minutes.
