Whisk together paprika, salt, garlic powder, onion powder, black pepper, dried parsley, cayenne pepper, cumin, coriander, hot chili powder, oregano, and optional brown sugar in a bowl until thoroughly mixed.

Sprinkle the rub liberally onto all sides of the meat, pressing it to adhere.
