Place trimmed and 1-inch diced beef, carrots, celery, onions, garlic, tomatoes, beef broth, 1 1/2 teaspoons dried thyme, marjoram, salt, and pepper into a 4- to 5-quart slow cooker; cook on low for 8-9 hours until tender.

Whisk water and flour, then stir the mixture into the hot stew.

Combine baking mix, 1/2 teaspoon thyme, milk, and melted butter in a bowl until just moistened.

Spoon the dumpling batter onto the simmering stew, cover, and cook on high for 25-35 minutes until dumplings are cooked through; serve immediately.
