Preheat the oven to 375 F.

Boil potatoes and garlic in salted cold water for 25 minutes until tender; drain well. Mash with milk, butter, and half the cheese until smooth.

Sauté mushrooms in olive oil until golden, then set aside.

Brown ground beef in the same pan, breaking it into small pieces. Stir in flour and cook for 3 minutes.

Add broth, salt, pepper, ketchup, Worcestershire sauce, mixed vegetables, and the reserved mushrooms; cook for 5 minutes, stirring occasionally.

Transfer the meat mixture to a 3-quart baking dish.

Spread the mashed potatoes evenly over the meat, then top with the remaining cheese.
