Peel, core, quarter, and coarsely chop the pears.

In a large bowl, toss chopped pears with vinegar, 1/4 cup brown sugar, garam masala, cardamom, ginger, cloves, and salt.

Transfer the pear mixture to a 2-quart baking dish.

Combine flours and remaining 1/2 cup brown sugar in a medium bowl; cut in butter until crumbly.
