Instructions

  1. Whisk sugar, flour, and cocoa powder in a bowl.

  2. In a saucepan, heat milk, butter, and vanilla over medium heat, stirring until butter melts.

  3. Gradually whisk the dry mixture into the hot milk mixture.

  4. Bring to a boil, stirring constantly until thick and smooth, about 5 minutes.

  5. Remove from heat, transfer to a bowl, and cool completely.
